Tie a normal loop in one end (sleeved, if you want) that you attached to the kite. Slip these loops over a peg, tension the lines, sleeve the other ends and then tie a simple overhand knot (or figure eight knot) in the sleeving. If you have an equaliser, use that to get the knots the same length down the line. If not, hold the lines tight and then let them sag a little. If one line sags a little more than the other, shorten the line slightly. For most purposes, this method, or simply "feeling" the tension to gauge the length is suitable.

Now just tie the lines onto the handle rings using a bridle knot (see Crap Ascii Art [tm] below) using the overhand knots as the stopper knots. If the lines stretch, you can easily untie the lines, move the stopper knot and then re-tie.
